Windows 10 Hello PIN at initial set up not responding.

On initial set up Windows 10 will not accept any keys at the stage of setting up Windows Hello PIN. Have rebooted and tried to enter via Personal and Work School user. Therefore cannot get to settings. Can you advise? Thanks
