Error 715-123420: Requesting RTFP review for Azure for Students subscription

All model deployments in Azure AI Foundry fail immediately with error:

715-123420: Our system has detected this request as unusual activity for your account. If you are confident this is in error, please contact support.

Status: Enabled

I recently updated the primary email address on my Microsoft account, which appears to have triggered an automated RTFP (Real-Time Fraud Prevention) deployment hold.

When submitting a support ticket, it was closed because the student subscription does not have a paid technical support plan. As this is a backend fraud/entitlement hold rather than a technical issue, could an FTE moderator please initiate a private message or open an internal collaboration ticket to have the RTFP/Risk team review and clear the flag?
