Azure Virtual Desktop: Connection Issue with Windows App — Users Experience Indefinite Spinning

Problem description

I am experiencing an issue where all users attempting to connect to Azure Virtual Desktop resources using the Windows App encounter indefinite spinning without any error messages. The connection stalls during the login process, specifically when waiting for the virtual machine to start, and the error message indicates that the VM failed to start. I am seeking guidance on how to resolve this connection problem.

Environment

Azure Virtual Desktop; Windows App; impact on all users; no specific region or host pool details provided.

What I've already tried

We tried running this both in Client and Browser. Checked Settings, Users permissions, Conditional Access.

Current status

The issue persists with no change in the behavior; all affected users experience the same indefinite spinning during connection attempts. I am requesting assistance to diagnose and resolve this connection problem.

Azure Virtual Desktop
Azure Virtual Desktop

Because the same failure occurs for every user in both the Windows App and the web client, this is unlikely to be a client-side problem. The message that the virtual machine failed to start points to session-host availability, VM startup, or Start VM on Connect.

Step 1: In Virtual Machines, start an affected session-host VM manually. If it fails, inspect the VM Activity log and Boot diagnostics for the failed operation and correlation ID.

Step 2: Go to Azure Virtual Desktop > Host pools > your host pool > Session hosts. At least one host should show Available. If the VM is running but the host is unavailable, review its health checks and AVD agent registration.

Step 3: If Start VM on Connect is enabled, confirm that the Azure Virtual Desktop service has the Desktop Virtualization Power On Contributor role at a scope containing the session-host VMs.

Step 4: On an affected VM, confirm that RDAgentBootLoader is running. Review the Application event log for WVD-Agent, WVD-Agent-Updater, RDAgentBootLoader, and MsiInstaller.

Step 5: Run AVD Connection diagnostics for a recent failed connection.

The most useful follow-up information would be the VM power state, session-host status, failed Activity Log entry and correlation ID, AVD health-check results, and a recent reproduction timestamp in UTC.
