Sorry for this frustration. An empty desktop list doesn’t necessarily mean the tasks have been deleted.
Here are some suggestions you can try:
If your laptop runs Windows, try Repair rather than reinstalling. Open Settings > Apps > Installed apps, find Microsoft To Do, select the three dots, then Advanced options > Repair, if available. Reopen To Do afterward to check the list.
For a personal Microsoft account, check your Outlook.com storage settings, including both mailbox and cloud storage. A full mailbox or cloud storage can prevent To Do tasks from syncing. If either is full, free up space by removing items you no longer need.
If the “folder” is a list group, try right-clicking it on the desktop and choosing Ungroup lists. This removes only the grouping, not the lists, which remain accessible in the sidebar. Open the individual list afterward to check its tasks.
