It may appear that Microsoft is being ridiculous - and inconsistent - about the payment methods it accepts. People try to scam Microsoft six ways to Sunday ('in every imaginable way') unfortunately, so they have to come up with all kinds of rules. For the same reason, they won't say why they rejected your payment method.

The best way to get your payment processed is to make it as boring as possible: with a debit or credit card issued by a bank in the same country where you live, in that country's currency, that you've used successfully for many years, that is a physical - vs. a virtual - card, in your name and with your residence as the address. That card should be the method of payment that is stored in your Microsoft account, since everything that you purchase directly from Microsoft is owned not by you but by the Microsoft account that paid for it.

For a Microsoft 365 business subscription payment that still fails even after trying multiple payment methods, use this checklist:

    1. Verify the card details exactly match the bank records:
      • Card number
      • Expiration date
      • Name on the card
      • Billing address, including city, state, and ZIP/postal code
    2. Confirm the account has enough available funds or credit.
    3. If there is an outstanding balance, pay it from the Microsoft 365 admin center:
      • Go to the Microsoft 365 admin center.
      • If using Simplified view, select Subscriptions > View invoices.
      • If using Dashboard view, go to Billing > Bills & payments.
      • Open the invoice.
      • Select Pay your balance.
      • Select Next.
      • Choose to retry the same payment method, use another payment method, or add a new one.
      • Complete the steps, then select Review and pay balance.
      • After updating payment information, select Save.
    4. If trying to add a new card and it is still rejected, check whether the payment method was issued from the same country or region as the tenant. Microsoft 365 business accounts require that match.
    5. If the card continues to be declined after the details, funds, and country/region match are confirmed, contact the bank. The bank might be blocking the charge or the card might not be active.
    6. If multiple payment methods that previously worked are now all failing, open a Billing Support request in the Microsoft 365 Admin Center under Support > Help & Support. That scenario can require investigation of billing-profile or payment-validation restrictions that cannot be resolved from the portal alone.
