If you are able to open the encrypted message but are not receiving the One-Time Passcode (OTP) email, please try the following:
Check the Junk/Spam folder for the passcode email.
Check whether the email was blocked or placed in quarantine by your email provider or organization.
If you are using a Yahoo account and the encrypted-message page provides a Sign in with Yahoo option, try that option instead of requesting a passcode.
If the passcode still does not arrive, please contact the organization that sent the encrypted message. Their Microsoft 365 administrator can check the Microsoft Purview Message Encryption configuration and verify whether OTP access is enabled.
You can also ask the sender to confirm that the recipient email address is correct and resend the encrypted message.
