If all else fails, get a trusted friend or relative in another location to try and do the create for you. Make sure they put an "Email a code" 2nd verification on the account. You'll need it when you try to logon for the first time from a different location.

If you are using a VPN, temporarily disable it and try creating a new Microsoft account again.

If you’re not using any VPN, connect your PC or mobile device to a different Wi‑Fi network, such as a mobile hotspot, and open a private browsing window (Incognito/InPrivate Browsing) in different browsers like Edge or Chrome.

Then try creating a new Microsoft account using this link:
