Error 715-123420 when deploying model in Foundry

When trying to deploy models (ex: text-embedding-3-small) or (text-embedding-3-large) in Microsoft Foundry, I get this error message:

715-123420: Our system has detected this request as unusual activity for your account. If you are confident this is in error, please contact support.
I am on Basic Plan hence not able to create the support request.
Kindly help.

    Error 715-123420 is different from the usual model quota, capacity, or deployment-configuration errors.

    Several recent Foundry cases confirm that this error can occur when an account/subscription-level fraud or security signal blocks a model deployment, and the restriction requires review by the appropriate Microsoft backend team.

    Since you're receiving the same error with both text-embedding-3-small and text-embedding-3-large, don't keep recreating resources, changing regions/SKUs, or repeatedly retrying the deployments. Similar cases have shown the same error across different models and resources because the request is rejected before normal model provisioning completes.

    Your Basic support plan is the difficult part here because it normally doesn't provide Azure technical support cases. However, this error can't normally be resolved through a portal setting.
