I understand how frustrating this must be, especially after resetting a new device and still being unable to prepare the drive for dual boot.
The error in the screenshot indicates that Windows still considers drive C: to be in the encryption process. Because that operation has not finished, BitLocker cannot start decrypting the drive at the same time.
Before making further changes, please make sure your BitLocker recovery key is backed up. Then, open Command Prompt or PowerShell as administrator and run: manage-bde -status C:
Could you share the results for Conversion Status, Percentage Encrypted, Protection Status, and Lock Status? Please remove any personal or recovery-key information before posting the screenshot.
If Conversion Status shows that encryption is paused, run: manage-bde -resume C:
Keep the device connected to power and allow the encryption process to finish. Once the status reaches Fully Encrypted, you can try turning BitLocker off again with: manage-bde -off C:
Please avoid repartitioning the drive or installing another operating system while BitLocker is still converting the volume, as this could put the data or recovery process at risk.
