Downloading Office 2016 with existing license

I have a perpetual license for Office 2016 that previously I was able to download from my account whenever I got a new laptop. It has gotten increasingly difficult to find over the years, but this time I cannot find the option at all. FAQ pages say to go to https://account.microsoft.com/services but that is the first place I looked and it is not there. I know I have this license and what account it should be on.

I have been unable to get into contact with anyone over the phone, the automated system just insists that a representative cannot help me and hangs up. Someone please help me with this.

    Try an in private (incognito) browser window to ensure that you are able to sign in to the correct account.

    By the way, which particular Office 2016 do you have? Office Home & Business? Something else?
