From what you described, this appears to be a scam page that has taken over the browser, rather than a genuine Microsoft or Apple Store request. These pages can stay in full-screen mode and make the computer appear locked. For now, please don’t select anything on the page or call the displayed number. Try pressing Alt + F4 to close the browser. If it won’t close, press Ctrl + Shift + Esc to open Task Manager, select Microsoft Edge or the affected browser and choose End task.
After it closes, restart the Surface and don’t restore the previous browser tabs. Then open Windows Security and run a Full scan under Virus & threat protection > Scan options. You can also report the technical support scam.
