Basic is the free tier everyone gets. A Developer plan is a separate paid purchase that shows up as its own billing subscription, so you can be on Basic and still be paying for Developer. $29 is exactly the Developer plan's monthly price on the support plans page, so it looks like one is active on your account.
It renews every month, so it will charge again unless you switch that off. From Cancel and delete your Azure subscription:
Navigate to the Cost management + Billing Overview page. Select All Billing Subscription. Select the support plan that you want to cancel from All Billing Subscription to open the Support plan details page. Select Cancel for the fly-out to appear. Select Off for your auto-renewal period so that the support plan will stop auto-renewal when it expires.
One thing to expect: "Cancelling a developer support plan doesn't result in a prorated refund." You're billed for the rest of the month.
