This is your real iCloud Contacts. (Does not include all the other Contact folders you have floating around. Even if they are called "iCloud Contacts").
For all that follows, when I say "iCloud Contacts" I mean - Click on the "Folders" icon in the far left bar and pick this iCloud -> Contacts folder.
Next step - Right click on your iCloud Contacts and choose Properties. Then "Show total number of items.
There should now be a number in square brackets on the iCloud -> Contacts row showing how many iCloud Contacts you have on your PC.
Open your iCloud web site. How many total Contacts does it show?
