Trying to work with outlook offline

It refuses to startup when offline, please help me fix this.

    The Outlook app is online, so it doesn't work when you are offline. Outlook 365 (part of Microsoft 365) can be used offline, although you can't send or receive mail when offline.

    To make sure I fully understand your situation and can provide the most appropriate guidance, could you please help clarify a few details below: 

    • Before going offline, were you able to open Outlook normally without any issues, or has this been happening from the start?  
    • When you try to launch Outlook offline, what exactly happens on your screen? Do you see any error message, or does the app simply not open at all? If there is any message or prompt, a screenshot would really help me see what you’re seeing. 
    • I also noticed your post is tagged under the “For Business” category, could you confirm whether you’re using a Microsoft 365 work account provided by your organization, or a personal Microsoft account? 

    In the meantime, you might try opening Outlook while you’re connected to the internet first, letting everything fully load and sync, then switching to offline mode to see if it continues working. The new Outlook experience relies more on that initial online session compared to the classic version, so it’s worth giving this a quick try and seeing how it behaves.
