For Artifact Signing, once an identity validation has failed and all documentation attempts are exhausted, the current request cannot be recovered or overridden. The only supported paths from the documentation are:
- If identity validation failed because the email verification link was missed or expired
- A new identity validation request must be created. The email verification link expires after seven days and cannot be resent for the same request.
- Ensure the Primary Email is a mailbox (not a distribution list) that can receive external emails with links.
- If identity validation failed for other reasons
- The Microsoft validation team could not make a determination based on the information provided. Even if more documentation is submitted, if they cannot validate it, onboarding to Artifact Signing is not possible.
- When additional documents are requested, there are only three attempts. After those three attempts are used, the onboarding process cannot proceed further.
- In this scenario, the guidance is to delete the Artifact Signing account so that billing does not continue for unused resources.
- What to do next
- Do not create more identity validation requests for the same entity while one is in progress; this does not speed up or change the outcome.
- For case-specific review or questions (for example, if the support team misunderstood the earlier failed/expired email-verification attempts), open a ticket through Azure Support or post on Microsoft Q&A using the
artifact-signingtag so the Artifact Signing team can review the specific tenant and documentation history.
Key points from the service behavior:
- Email verification links expire in seven days and cannot be resent for the same request.
- If email verification fails, a new identity validation request is required.
- If identity validation ultimately fails after documentation review and all three documentation attempts are used, onboarding cannot continue for that request.
