Office Business license not activating for assigned users

I’ve assigned Microsoft 365 Business licenses to users, but Office apps remain in unlicensed or reduced functionality mode after sign-in. The licenses appear correctly in the Microsoft 365 admin center, and users are signing in with their work accounts.

Hi Alexander Smith

Thank you for reaching out to Microsoft Q&A Forum and sharing your experience. I understand how frustrating it is when licenses are assigned correctly in the Admin Center but fail to reflect on the user’s device.

Before troubleshooting the device, please verify that the assigned license is Business Standard or Business Premium. If the user is assigned Business Basic, this behavior is expected as that tier does not include desktop application rights. If the license tier is correct, please try the following steps:

First, make sure macOS and Office for Mac are fully updated.

If the issue continues after basic troubleshooting, you can follow Microsoft’s official guidance for removing old or corrupted Office license files on macOS: How to remove Office license files on a Mac - Microsoft Support

Note: The following step removes Outlook profiles. If users have local data in Outlook, please ensure they backup this data before proceeding.

Quit all Office apps. Open Finder and go to: ~/Library/Group Containers/UBF8T346G9.Office/

Delete the Identity folder.

Open Keychain Access and search for the following terms and delete all related entries:

  • Microsoft Office
  • ADAL
  • MSOID

Restart your Mac. Open any Office app and sign in again with your work account.

If the issue persists, you may consider following this guidance for a complete clean reinstallation:

I hope these steps help resolve your activation issue. When you have a chance, please share an update on the outcome as your feedback can be valuable to others in the community who might be experiencing the same challenge.

If users are experiencing issues with Microsoft 365 Business licenses not activating and Office apps remaining in unlicensed or reduced functionality mode, here are some troubleshooting steps you can take:

    1. Check User License Assignment: Ensure that the licenses are correctly assigned to the users in the Microsoft 365 Admin Center. You can verify this by going to Users > Active users, selecting the user, and checking the Licenses and apps section.
    2. Sign Out and Sign Back In: Have the users sign out of their Microsoft 365 apps and then sign back in using their work accounts. This can sometimes refresh the license status.
    3. Check for Sublicenses: Make sure that any necessary sublicenses are checked. For example, if Microsoft 365 Apps for Enterprise is assigned, ensure that the Office 365 sublicense is also selected.
    4. Repair Office: If the issue persists, consider repairing the Office installation. This can be done through the Control Panel on Windows or by using the appropriate method on Mac.
    5. Remove Office Credentials: Sometimes, old credentials can cause issues. Users can remove Office credentials from the Credential Manager in Windows to resolve this.
    6. Check for Connectivity: Ensure that the device has a stable internet connection, as Office needs to connect to the licensing service to verify the license.

If these steps do not resolve the issue, it may be necessary to contact Microsoft support for further assistance.
