New Outlook for Windows currently does not support “sent/outgoing mail rules” (the classic “Apply rule on messages I send” / “move a copy to folder” workflow). In New Outlook, the built-in Rules experience is focused on incoming mail (server-side inbox rules).
I understand your concerns here but please note Microsoft is constantly working on improving this product and adding more new features and the new Outlook for windows (Preview) version is still under active development. Therefore, I suggest keeping an eye on the Microsoft Outlook blog or the Microsoft 365 Roadmap | Microsoft 365 for any updates on this feature.
At this point, it is also recommended that click Help > Feedback or Contact support and provide feedback within the new Outlook for Windows and add your concern as an idea through the new Outlook in-app support Feedback site. Microsoft will keep monitoring customers feedback and valuable ideas there to consider/include in the future product update.
Moreover, to ensure your feedback reaches the right teams, I highly recommend submitting your feedback directly to Microsoft Ideas · Community, where our product development team can know your requirements and ideas for product improvements. If enough users raise ticket for the same idea, Microsoft may consider adding this feature in the future.

In the meantime, here are some workarounds I recommend you try:
Option 1: If your New Outlook has fewer rule options, so you can create a “Move sent messages” rule from Outlook on the Web, and it will still work in New Outlook.
- Go to Outlook on the Web > Settings > Mail > Rules > Click Add new rule > Name it.
- Add a condition: For example: Subject includes "Project ABC" or Recipient/Sender address includes
- Add an action > Move to > choose the project folder > Save
Option 2: Hidden project tag + rule
If you don’t want to remember which recipients/domains define a project, use a project tag. For example:
- Add a small tag in your email like: #PRJ-A
- Then make the rule:
- Condition: Body includes #PRJ-A and Recipient/Sender address includes
- Action: Move to > choose the project folder > Save
- For reference: Manage email messages by using rules in Outlook
Option 3: Bcc yourself + rule on the incoming copy
Because New Outlook rules only act on incoming messages, the trick is to make an incoming copy exist for every project email you send.
- You Bcc yourself on emails for Project X
- New Outlook receives that Bcc copy in your Inbox
- A New Outlook rule moves that incoming copy into the folder you choose
Result: Your sent message is visible inside the Project folder (as an incoming Bcc copy). However, the copy in the project folder is technically a “received” item (Bcc), not the original in Sent Items.
If the issue still persists in the new Outlook, in this case, I kindly recommend continuing to use Classic Outlook, where full rule functionality (including rules for messages you send) is still supported.
