I am also having this problem, and am anxiously awaiting a solution because bitlocker is bricking my computer in the meantime.

Same for me. Have been trying to recover with the website and get the same error for more than 90 minutes.
Hello, Microsoft leverages OneDrive to store your bitlocker key. There's currently a service degradation going on that causes the issue. It is not an issue on your end. Just have to wait for Microsoft to fix this.
