Are there dedicated IP addresses for Azure Communication Services Email?

Hi,

We are using Azure Communication Services (ACS) to send transactional emails from our custom domain (e.g., ******@ourdomain.com). However, some recipients from a specific domain are not receiving our emails. The error message we get is:

"TenantInboundAttribution; Direct Send not allowed for this organization from unauthorized sources."

Their Exchange admin has requested that we provide a dedicated/static IP address for our ACS email traffic so they can whitelist it. However, I could not find any documentation confirming whether ACS provides dedicated or static IPs for email sending.

My questions:

  • Does Azure Communication Services Email offer dedicated or static IP addresses for outbound email or any IP address range?
  • If not, what is the recommended approach for organizations that require whitelisting by IP for incoming emails from ACS?

Any guidance or official documentation links would be greatly appreciated!

Thank you.

    Hi Kunal Sharma,

Does Azure Communication Services (ACS) Email support dedicated or static IPs for outbound email?

No, ACS Email (also known as Email Communication Services) does not support dedicated or static IP addresses for outbound email.

    • A Microsoft MVP confirmed that “it is currently not possible to use Dedicated IP with Azure Communication Services”.

Moreover, details shared on Microsoft Q&A and other forums indicate that ACS email uses dynamic, shared IPs that are not exclusive to a specific customer. This means the sending IPs can change and are reused across customers, without a stable, reputation-controlled pool

About whitelisting ACS email IPs for inbound delivery?

If your organization needs to whitelist IP addresses to accept incoming emails from ACS, there's no fixed list. Since the IPs are dynamic and shared, the recommended alternatives include:

    • Use a third-party email relay that supports dedicated IPs. For example, SendGrid or Amazon SES offer dedicated IP options suitable for IP-based whitelisting.
    • Leverage a custom domain and ensure proper DNS-based authentication (SPF, DKIM, DMARC). While not a pure IP-based whitelist, these methods are standard for maintaining sender trust and delivery reliability.
    • Request a gradual ramp-up of sending volume. This lets receiving systems adapt to the dynamic IPs and avoid deliverability issues due to sudden changes.

Currently, Microsoft hasn't provided any official guidance or features specifically for static IP whitelisting in ACS email, but users are encouraged to send feedback via Azure Feedback, which the product team monitors
