Does Azure Communication Services (ACS) Email support dedicated or static IPs for outbound email?
No, ACS Email (also known as Email Communication Services) does not support dedicated or static IP addresses for outbound email.

About whitelisting ACS email IPs for inbound delivery?
If your organization needs to whitelist IP addresses to accept incoming emails from ACS, there's no fixed list. Since the IPs are dynamic and shared, the recommended alternatives include:
- Use a third-party email relay that supports dedicated IPs. For example, SendGrid or Amazon SES offer dedicated IP options suitable for IP-based whitelisting.
- Leverage a custom domain and ensure proper DNS-based authentication (SPF, DKIM, DMARC). While not a pure IP-based whitelist, these methods are standard for maintaining sender trust and delivery reliability.
- Request a gradual ramp-up of sending volume. This lets receiving systems adapt to the dynamic IPs and avoid deliverability issues due to sudden changes.
Currently, Microsoft hasn't provided any official guidance or features specifically for static IP whitelisting in ACS email, but users are encouraged to send feedback via Azure Feedback, which the product team monitors
