If you receive this error before you can purchase licenses, contact support to request an exception for the low reputation IP address until you're able to purchase licenses. If you are using Microsoft business account, you need to contact our support online.
- Create a Service Request in the O365 Admin Portal and indicate the request as clearly as possible.
- Or you can contact our hotline and we will create a Service Request ticket for you Global Customer Service phone numbers (microsoft.com)

-if calendry is domain provider and the domain has been has add to Microsoft tenant then you should contact our Microsoft support online
