I can't sign into the XBOX app because I'm "not connected to the internet" even though I am

The title basically explains the whole situation but the weirdest part is that I can sign into my dads account and my Microsoft account, but when I try to sign into XBOX Live I can't and get an error code "0x800704CF", I've tried restarting my computer, turning the wifi on and off, turning the ethernet on and off, updating my drivers, etc but nothing's working. Please help.
