Artifact Signing stuck in Action Required after successful identity verification

I am setting up Azure Artifact Signing with Public organization validation.

The external identity verification completed and displayed “Verification successful.” However, the Azure portal still shows “Action Required.” Opening the verification link again displays “No Access—this link has been used already.”

I deleted the first validation request and created a second one. The second attempt produced exactly the same result. No additional document request or email has arrived.

How can Microsoft investigate why the successful verification is not reflected in the organization validation status? Is there a free escalation path for this onboarding issue?
