A Microsoft support agent can help investigate the subscription charge, but cannot manually unlock the Outlook.com account, send a password-reset link, or change its security details.^1^
Reach a person using another Microsoft account
Since the normal portal has kept returning you to the bot, sign in with a different working Microsoft account—or create a temporary one—and then:
- Open Microsoft’s customer-support-agent link from the Other support section of the Sign-in Helper page.^2^
- Enter Microsoft subscription charge on inaccessible account.
- Select Get Help, then Contact Support.
- Choose the closest available path to:
- Microsoft 365 and Office
- Billing and subscriptions for the charge, or Manage account security for recovery guidance
- Chat with a support agent
- Tell the agent:
- The charged account is inaccessible.
- The recovery form has already been rejected repeatedly.
- The subscription charged $20 on November 1.
- You need the charge investigated and want to know what options are available to stop future recurring charges and request a refund.
Do not post the email address, card number, recovery answers, or other identifying details in this public forum.
Handle the charge separately from account recovery
Billing assistance and identity verification are separate processes. Use Microsoft’s billing contact route and select Get Help → Contact Support if offered.^3^
If the charge was a recent Microsoft subscription renewal, cancellation may qualify for a refund. Eligibility is determined during cancellation; Microsoft states that the most recent recurring charge may be refundable when cancellation occurs within 30 days of payment, subject to the stated account and subscription limits.[^4^](https://support.microsoft.com/accounts-billing/subscriptions/[Subscription ID] "Microsoft subscription refund policy | Microsoft Support") Because you cannot sign in to perform that cancellation yourself, ask the billing agent to identify the available cancellation, recurring-billing, and refund options—agent assistance is not a guarantee that the subscription can be cancelled without completing account verification.
If Microsoft cannot prevent another renewal, ask your card issuer what payment-control options it offers. A charge dispute alone may not stop later recurring charges.
If the sign-in page explicitly says “locked” or “disabled”
Submit the Account Reinstatement form:
https://www.microsoft.com/en-us/concern/AccountReinstatement
This branch applies only when Microsoft explicitly reports that the account is locked or disabled; it is different from the standard recovery form.^5^
If you make one more recovery attempt
After 20 attempts, do not keep submitting the same information repeatedly. Because the problem began while traveling, wait until you can submit from a device and location previously used regularly with that account. Add any new, exact information you can recover, such as old passwords, email subject lines, contacts, or Microsoft purchase details. The recovery form can be submitted no more than twice in 24 hours.^5^
A human support agent still cannot bypass the automated ownership verification if the recovery evidence remains insufficient.^1^
