Pay-As-You-Go sign-up fails at the final step after card and 3-D Secure succeed, and I can't open a support request without a subscription
Hello,
I'm trying to add a Pay-As-You-Go subscription to my existing Azure account so I can create a free-tier (F0) Speech resource. The account signs in to the Azure portal and has its directory, but it has no subscription.
What happens
On 6 November 2026 I tried three times. Each time the card verification succeeds: my bank shows the authorization, and I approve the 3-D Secure request on my phone. After a few seconds of "Processing your request", the sign-up ends with:
We couldn't complete your sign-up. Please try again. If the problem continues, contact support.
What I've already checked (following Troubleshoot issues when you sign up for a new account in the Azure portal)
- My Microsoft account profile (account.microsoft.com → Your info) now has my name and a billing address that exactly matches my card issuer's records.
- Browser tracking protection is off, third-party cookies are allowed, and no VPN is in use.
- The sign-up form keeps my saved details and card between attempts, and every attempt fails at the same point.
Why I'm asking here
I can't open a support request:
- Without a subscription, Help + support in the portal shows only self-help articles and offers no way to submit a request.
-
az support no-subscription tickets create(Subscription management → "Unable to sign-up for subscription") returnsInvalidSupportPlan: Your support plan type is Free.
Request
Could a moderator please escalate this to Azure billing / subscription management support? I can share the sessionId, correlationId and timestamp of all three attempts, plus my account email, by private message.
I've stopped retrying so I don't trigger further blocks.
Thank you.
