Company developer account creation fails with Invalid ZIP code and support portal returns 403

My company developer account passed email, business and employment verification, but the last step fails with "Account creation failed".

Error: Enrollment Failed, CreateAccount API, Invalid ZIP code (BDK_E_BADZIP, ErrorCode 10021, Retryable: false).

Tracking GUID: f79dd18f-ecdd-4592-b043-d7d49ba94584

Reference: 7a6609ab7f3678af1b732f50bc599413

The cause looks like the Pincode on my account summary. My country is Serbia, and the field holds a six-digit Serbian address code with a text prefix instead of the five-digit postal code. I'm on the onboarding step and can't edit it, and Engage Center returns 403, so I can't open a support ticket.

How can the postal code be corrected so the account can be created?

The postal code must be corrected in the Partner Center Developer legal profile if that profile is accessible; because the enrollment screen is locked and the account is not fully created, use Partner Center support to request a backend correction rather than retrying enrollment.

Request the correction through Partner Center support

The Engage Center route can require an account already enrolled in the relevant program, so an incomplete enrollment may not be able to use it. Microsoft directs users with incomplete enrollment to Partner Center support instead.^1^

    1. Open Partner Support Options and select Chat now or Contact support portal.^2^
    2. If Partner Center itself opens, select:
      • AI assistant in the upper-right corner, or Help (?) if AI assistant is unavailable.
      • Enter the problem summary.
      • Select Contact Support → Review solutions → Create support request.^3^
    3. Ask for the enrollment/legal-profile address to be corrected from the prefixed six-digit address code to the official five-digit Serbian postal code.
    4. Include:
      • BDK_E_BADZIP
      • ErrorCode 10021
      • CreateAccount API
      • The tracking GUID and reference from the failed request
      • Country/region: Serbia
      • The incorrect value currently displayed
      • The correct five-digit postal code
      • A screenshot of the account summary and failure
      • A business-registration or address document showing the legal address

Do not post the GUID, reference, or company documents publicly; provide them only in the private support request.

This exact error is also reported in other Store developer enrollments, but Microsoft has not published a definition or self-service correction procedure for BDK_E_BADZIP/10021.^4^ Retrying without changing the stored address is therefore unlikely to alter the non-retryable response.

Only use this path if Partner Center now exposes the profile and the signed-in user has an Owner or Manager role:

    1. Go to Partner Center → Settings → Account settings → Legal info → Developer.
    2. Expand Contact info.
    3. Select Update, enter the correct address, and select Save.
    4. Expect the changed legal identity information to be reassessed.^5^

The legal address should match the company’s official records exactly. Partner Center supports either company lookup or manual entry on the Legal info page, but available fields depend on enrollment state and permissions.^6^ Enrollment guidance also requires the street address and postal code to match the address on record and recommends Western European characters in address fields.^7^

Do not create another company account or change the country/region merely to bypass validation; the required action is correction of the existing enrollment’s stored postal-code field.
