The framework for legally deploying and using Microsoft Exchange Server or Exchange Online, based on server and client access models.
Ten days is beyond Exchange Online’s documented provisioning window, so run Microsoft’s mailbox-provisioning diagnostic and open a Microsoft Support case if it does not resolve the problem.
1. Run the provisioning diagnostic
- Sign in to the Microsoft 365 admin center with a Microsoft 365 administrator account.
- Open Microsoft’s Delays in provisioning of user/mailbox or synchronizing changes in Exchange Online article.
- Select the button that launches the diagnostic in the admin center.
- Enter/select the affected user and complete every remediation action reported by the diagnostic.
Mailbox provisioning normally takes less than 30 minutes and can take up to 24 hours in some cases. The diagnostic is designed to identify conditions preventing mailbox creation.^1^
The diagnostic is unavailable for Microsoft 365 Government, Microsoft 365 operated by 21Vianet, and Microsoft 365 Germany. If this tenant is in one of those environments, proceed directly to the checks below.
2. Check for an account validation error
In Microsoft 365 admin center → Users → Active users, look for:
- A red X beside the affected user.
- A banner stating that one or more accounts have errors.
- An Exchange validation error in the user’s details.
If an error appears, apply the correction specified by its message. Duplicate names, conflicting attributes, and references to missing objects are examples of validation problems that can block Exchange processing.^2^
If this new tenant synchronizes users from on-premises Active Directory, also inspect the directory synchronization status in the admin center. An orange warning icon or We found DirSync object errors indicates provisioning conflicts that must be corrected in the source directory.^3^
3. Check service health
Go to Microsoft 365 admin center → Health → Service health and review active or recently resolved Exchange Online advisories that apply to the tenant. Service-health notifications are part of Microsoft’s documented troubleshooting path for delayed provisioning.^1^
4. Escalate now if the diagnostic does not fix it
Because the issue has persisted for ten days, do not continue waiting:
- Go to Microsoft 365 admin center → Support → Help & support.
- Enter Exchange Online mailbox not provisioned after license assignment.
- Include:
- The affected user’s UPN.
- The date and time the Business Standard license was assigned.
- A screenshot of “Mailbox is getting prepared now.”
- The provisioning diagnostic result.
- Any validation or directory-synchronization errors.
- Any relevant Exchange Online service-health advisory.
Microsoft’s guidance is to contact Support when provisioning remains unresolved after 24 hours.^1^
