Locked out of my Account

Hello,

So I've been using the same Microsoft Account my whole life. I'm recently awaiting for a VERY important notification on a personal process with my local government and suddendly lost access to my account. Account recovery seems to be locked out as well with no previous notice nor anything.

I am in need to get back into that account; have tried creating the form about verifying my identity but did not receive a reply from Microsoft on my back-up email. How can I contact someone to have this checked into?
