Unable to Join Teams Meetings via Window desktop App

When invited attendees click “Join” in the Teams app, they are unable to enter the meeting. On my side as the organizer, their status appears as “No response,” and I do not receive any lobby notifications to admit them.

Bypass Lobby for invited users but not working for external users added in the organization.

We need to set the 'who can bypass lobby' option to 'invited users'. However if the invited user is an external user in this tenant than the identity becomes different than the invited user and the user cannot bypass lobby. Any work around?
