microsoft account was hacked, microsoft sign in helper does not detect an issue

A hacked hacked into my other microsoft account, deleted the phone number and changed the email address to another email, now i am unable to login to recover the account. When i try to open https://account.live.com/username/recover, and key in the email address, it says that a recovery code will be sent, i received no recovery codes even after multiple tries.

when i try to login using that email, it says that the account doesnt exist. And in my gmail, it says that the email has been changed to a french account, i am in asia
