Microsoft Store app submission blocked despite completed tax and payout verification

I am an individual developer attempting to submit a paid Windows desktop application to the Microsoft Store.

All sections of my application submission are marked Complete, including the application package, pricing and Store listing.

I have also completed my tax and payout setup in Microsoft Partner Center. Under Account settings → Payout and tax profile assignment, the statuses are:

Tax profile status: Complete

Payment profile status: Complete

Verification status: Complete

Despite this, my application remains "In draft" and displays the warning:

"You need to update your tax and payout information before you can charge money."

The "Submit for certification" button is disabled.

I have waited more than 24 hours since verification was completed and have tried both Chrome and Microsoft Edge, but the problem remains.

I also attempted to contact Partner Center Support, but the Microsoft Engage Center login page does not finish loading in either browser.

Could a Microsoft representative advise how to resolve this account-level validation issue or direct me to the appropriate Partner Center support team?

Thank you.
