Microsoft Store MSIX submission stuck in Certification for more than 3 business days (Store ID 9NV0FM5H54X8)

Our app okur (Store ID 9NV0FM5H54X8, an MSIX desktop app) has had its second submission (package version 1.1.0.0) in "Certification" since November 3, 2026. Submission and pre-processing passed. Certification has now gone past the documented "up to 3 business days", and Partner Center's Action Center shows no notes or action items.

This is our first public submission. Submission 1 was certified for a private audience on November 2, 2026 and is live.

We tried to open a support case but could not. Our developer account is a personal Microsoft account: Partner Center's Contact Support asks for a work or school account, and "Create support case (MSA)" on the Windows developer support page opens Engage Center, which never finishes loading (its gateway answers 403, "Unable to build navigation using spaceId from sfb").

Could someone from the Store team check the submission, or tell us how to reach support with a personal Microsoft account? We would prefer not to cancel and resubmit, which would restart the queue.

okur is an open-source screen reader: https://github.com/monatis/okur

    Hi M. Yusuf Sarıgöz,

Thank you for sharing the full details, Store ID 9NV0FM5H54X8, package 1.1.0.0, in Certification since November 3, 2026, with no notes in Action Center.

You are right that certification is documented as up to 3 business days, but for a first public submission it can take a little longer. The private-audience submission passing on November 2 is a good sign for the package itself. The delay for a public listing is often the manual content compliance review, which varies with the complexity of the app and how many submissions are in the queue.

Please do not cancel and resubmit for now. That would restart the queue and lose your current place.

    What I would suggest:

    1. Keep checking Partner Center > Action Center and your email for a certification report. If it fails, you will get a report showing which test or policy was not met, and you can then fix it and resubmit.
    2. For support with a personal Microsoft account, please use the MSA route on the Windows Developer Support page:

    https://developer.microsoft.com/en-us/windows/support

Under "Contact us > Non-technical support (Dev Center programs)". This is free support for account, submission, payout, and program issues. choose "Create support case (MSA)". That is the correct route for a Store developer account signed in with an MSA, you do not need a work or school account for this.

If "Create support case (MSA)" still opens Engage Center and fails to load, please try it in a new InPrivate window in Edge, with extensions disabled, and if possible on a different network. The 403 error "Unable to build navigation using spaceId from sfb" you saw looks like an Engage Center loading issue, not a problem with your developer account itself. If it still fails, please mention the exact error, browser, and time in your reply here, so the Store team can see the support path is also blocked.

If you can, please also confirm in a reply:

    • Is the submission still showing only "Certification" with no other status change since Nov 3?
    • Did you add any Notes for Certification for the testers, for example how to test the screen reader features?

Hopefully a member of the Store team can check submission 9NV0FM5H54X8 from here. Thank you again for the clear report, and for making okur open-source.
