    Based on the information provided, the account appears healthy from an identity and licensing perspective.

    To help narrow down where the failure may be occurring, kindly provide additional details:

    • Is this a long-standing user account, or was it recently created or modified?
    • Is the issue affecting only this user, or are other users experiencing the same behavior?
    • Can the user access other Microsoft 365 services such as Outlook, OneDrive, or SharePoint without issue?
    • Is the user a member of any other Teams organizations or guest tenants?

    In the meantime, you may also consider the following steps:

    1/ Check the Teams tenant-level settings

    In Microsoft 365 Admin Center > Settings > Org settings > Microsoft Teams, confirm that Microsoft Teams is enabled for the organization.

    If this setting is disabled, licensed users may be blocked from accessing Teams, resulting in this permission error.

    2/ Remove and reassign the Teams-containing license to the user to force reprovisioning

    In Microsoft 365 Admin Center > Users > Active users > select your user's account > Licenses & Apps > uncheck and uncheck license includes Teams immediately.  


    3/ Verify that the Microsoft Teams service plan within the assigned license is enabled and has not been inadvertently disabled

    In Microsoft 365 Admin Center > Users > Active users > select your user's account > Licenses & Apps > Apps > verify that Microsoft Teams is checked and enabled.


    4/ Review Conditional Access policies that may be affecting Microsoft Teams access

    Go to the Sign-in logs in Entra ID (Entra admin center > Monitoring & health > Sign-in logs) and examine the Conditional Access details.

    Confirm whether any policies were applied to the user and whether all requirements (MFA, compliant device, location restrictions, etc.) were successfully satisfied. This can help rule out Conditional Access as a contributing factor to the issue.


    5/ Try a different device or network

    Sometimes network restrictions or cached tokens cause issues. Consider asking your user to test on another device or network.
