Did you remove some of the entries to try to reduce your entry count? Have you verified that you have that many entries? If you have verified that the number of entries is fewer than the stated maximum, contact Microsoft directly by using the Help feature in Outlook.com. Here is an illustration of how:

Outlook.com limits the combined Blocked Senders and Safe Senders lists to 10,000 addresses or domains; for high-volume spam, block reusable domains and report junk instead of continually adding individual addresses.^1^

Blocking is intended for known, repeat senders. It does not prevent delivery at the internet-mail level—it normally routes matching messages to Junk Email. Spammers often change addresses or conceal the real sending address, so an unlimited list of individual addresses would still be ineffective.^2^^3^

What to do when the list is full

  1. In Outlook.com, open Settings → Mail → Junk email.
  2. Under Blocked senders and domains, remove obsolete individual addresses.
  3. Where many addresses use the same unwanted domain, remove those individual entries and add the domain once.
  4. Select Save.^1^

Use domain blocking carefully: it affects every sender using that domain and could divert legitimate messages to Junk.

Better handling for changing spam

  • Report spam or phishing: Select the message, then choose Report → Report junk or Report phishing. Reporting phishing alone does not add the sender to the blocked list.^4^
  • Check the actual sender: If a blocked sender still reaches the Inbox, inspect the message headers. The displayed address may differ from the real address.^3^
  • Create an Inbox rule: When addresses rotate but messages contain consistent subject words or other recognizable text, create a rule matching those characteristics and move the messages to Deleted Items.^3^
  • Unsubscribe from legitimate mailing lists: Go to Settings → Mail → Subscriptions, select the subscription, and choose Unsubscribe.^5^

Microsoft documents the list size and behavior, but does not provide a specific design rationale for choosing 10,000 entries.

Hi. I'm Brian and I'll try to help.

There is a combined 10,000 entry limit for the Safe Sender and Blocked Sender lists. This is the design choice Microsoft wished to make. Why do you think you have reached the limit? The better approach is to visit https://outlook.live.com/mail/options/mail/junkEmail and choose "Strict" in the "Incoming mail handling" section and "Trust email from by contacts" in the "Security options" section. This will cause all mail you receive except addresses or domains in the "Safe senders and domains" list or your contacts to be routed to the Junk Email folder. Typically, the list of senders you wish to allow is much smaller than the senders you wish to disallow. This will make your Inbox much neater.
