    Hello Carla Mueller,

Thank you for providing these details. An active Microsoft 365 subscription confirms that the subscription has not expired, but the sending and receiving issue may still be related to the mailbox, account status, or the Outlook application being used.

To help narrow this down, could you please confirm:

    • Are you using Outlook.com in a web browser, the new Outlook app, classic Outlook, or a mobile app?
    • Is this a personal Outlook.com/Hotmail account or a work or school account?
    • Can you sign in and send a simple test message directly from Outlook.com?
    • When sending fails, do you see a specific error message or receive a delivery failure notice?

Please also check the mailbox and Microsoft cloud storage usage, as reaching either storage limit can stop both incoming and outgoing email even while the subscription remains active. You can review the relevant Microsoft guidance here: Troubleshoot sending and receiving email in Outlook.com.

Once you share the Outlook version and the exact error shown, I can suggest the most appropriate next step. Thank you so much for your understanding.

Because Outlook.com fails in the browser and incoming tests are rejected, use Microsoft’s account-unblocking process first, then send the complete non-delivery report to Outlook.com Support if mail flow does not resume.

    1. Check for and clear an account restriction

Outlook.com can temporarily block an account after unusual sign-in activity, even when the Microsoft 365 subscription remains active.^1^

    1. Open Microsoft’s Unblock my Outlook.com account page.
    2. Select the button to begin the unblock process.
    3. Complete the requested security-code or password verification.
    4. Sign out of Outlook.com, close the browser, and sign back in.
    5. Send a plain-text message with:
      • One recipient
      • No attachment
      • No link or signature

If the unblock page reports no restriction, continue below rather than repeatedly changing the password.

    2. Check Microsoft’s service status

Microsoft directs Outlook.com users with access or mail-flow failures to the Service Health Status site. The public known-issues page does not document 7ita.9 as an Outlook.com error or identify a matching October 8 incident.^2^

    • If Outlook.com shows an active incident, wait for Microsoft to mark it resolved and then repeat the plain-text test.
    • If no incident appears, proceed to support escalation.

    3. Give Outlook.com Support the complete delivery error

7ita.9 alone is not enough to identify the failure. The incoming message’s non-delivery report should contain a more useful SMTP status such as 550 5.x.x, together with diagnostic text.

    1. Open the bounce message in the sending account.
    2. Copy the following, removing email addresses and other personal information:
      • Full error sentence
      • SMTP status code
      • “Diagnostic information for administrators” section
      • Name of the rejecting server, if shown
      • Date and time of the failed delivery
    3. In Outlook.com, select Help on the menu bar.
    4. Enter cannot send or receive email.
    5. If self-help does not resolve it, scroll to Still need help? and select Yes.
    6. Include:
      • Mail stopped on October 8, 2026
      • Sending fails in Outlook.com itself
      • The displayed fragment is 7ita.9
      • Messages sent from another account bounce
      • Outlook.com storage is below its limit
      • The complete sanitized non-delivery details

Microsoft identifies in-product Outlook.com support as the escalation route when its send/receive troubleshooting does not resolve the problem.^3^

An active subscription through November 9 confirms the subscription term, but it does not rule out an Outlook.com account restriction or mail-routing problem. Since storage is already below its limit, there is no need to repeat storage cleanup or purchase additional capacity.
