Outlook.com outbound filter (550 5.7.520 AS(4810)) blocks Hotmail users writing to our municipal domains

I run the mail platform for five domains, four of them Brazilian public-sector bodies, including the municipal government of Santa Rita d'Oeste (SP). Hotmail and Outlook.com users who write to us report that their messages never arrive. The bounce is generated inside Microsoft's network and the message never reaches our MX (mail.erosis.com.br):

Remote server returned '554 5.7.0 < #5.7.520 smtp;550 5.7.520 Message blocked because it contains content identified as spam. AS(4810)>'

I reproduced it with my own test account, ******@hotmail.com. Times are UTC.

Date Message Result
29 Apr 2026 To mailboxes at tresfronteiras.sp.gov.br and erosis.com.br Delivered. The mailbox was on MW4PR03MB6457.namprd03.prod.outlook.com
13 Oct 18:08 To a mailbox at erosis.com.br Blocked. The mailbox is now on CH8PR01MB9405.prod.exchangelabs.com
13 Oct 18:12 A different Outlook.com account, same recipient Delivered
13 Oct 18:21 To Gmail Delivered, SPF/DKIM/DMARC pass
13 Oct 18:22 One message to a mailbox at erosis.com.br and to Gmail NDR only for the erosis.com.br recipient
13 Oct 18:25 Same body as the Gmail message, to a mailbox at santaritadoeste.sp.gov.br Blocked
16 Oct 16:25 To mailboxes at santaritadoeste.sp.gov.br and tresfronteiras.sp.gov.br, and to Gmail Blocked for all three
16 Oct 16:28 Short plain text, Gmail only Blocked

Identifiers:

  • 13 Oct 18:08, blocked: Message-ID <******@CH8PR01MB9405.prod.exchangelabs.com>
  • 13 Oct 18:21, delivered to Gmail: correlation ID 0a2ffb7c-9533-4332-a5d6-08df2956ca50
  • 13 Oct 18:25, blocked: Message-ID <******@CH8PR01MB9405.prod.exchangelabs.com>, correlation ID bf8ae259-aaa7-4a26-1108-08df29576914
  • 16 Oct 16:25, blocked for every recipient: Message-ID <******@CH8PR01MB9405.prod.exchangelabs.com>, correlation ID cb351203-99a0-4273-1f72-08df2ba20bf7

What we checked on our side:

  • Our MX logged no connection for any of the blocked messages. It accepts other Outlook.com mail every day, 14 to 41 messages a week, and we do not reject Outlook.com mail.
  • Our own mail to Outlook.com passes DMARC 100% in the Outlook.com aggregate reports (April to October 2026).

So the account first lost the ability to reach our domains while Gmail still worked, and three days later it could not send anything. In April the same account reached the same domains, before its mailbox moved to the exchangelabs infrastructure. Citizens who use Hotmail hit the first stage when they write to the municipality, and they have no way to know why.

I opened Outlook.com deliverability request 01M52SC2NZ0AQ5BDP53Q61NMMG on 16 Oct 2026.

Questions:

  1. Can someone at Microsoft pass this to the Outlook.com team? I can provide the NDRs as .eml files.
  2. Do our domains or our MX carry a negative reputation in the Outlook.com outbound filter? If so, what is it based on and how can we fix it?
  3. Is there a way for a receiving domain to see or report these blocks?

Domains: santaritadoeste.sp.gov.br, erosis.com.br, tresfronteiras.sp.gov.br, camaratresfronteiras.sp.gov.br, cmnovacanaapaulista.sp.gov.br.
