Removing members from Microsoft Family does not necessarily remove parental consent; sign in to the dedicated Manage permissions page with the adult account that originally granted consent and remove each remaining consent record.
Remove the separate consent record
- Open a private/InPrivate browser window and visit Manage permissions:
https://account.live.com/unmanagekid.aspx
- Sign in with the adult Microsoft account that originally approved the child account.
- For every account shown, select Remove consent.
- Sign out, close the private window, and then retry the region change:
Only the Microsoft account that originally granted consent can remove it. Being the current family organizer is not sufficient. If no children appear, Microsoft documents that consent may have been granted by another adult or through another Microsoft account.^1^
Since you already removed all visible family members, do not recreate the family group merely to remove them again—the consent-management page is the relevant next check.
If no child accounts appear
Repeat the Manage permissions check using any other adult Microsoft account that may previously have approved the children, including an old address or a separate Microsoft account—not merely an alias of the current account.
If the original adult account is inaccessible, use Microsoft’s account-recovery option referenced on the consent page. Microsoft states that only the original consenting adult has permission to remove the consent.^1^
If the page is empty for every possible adult account
Escalate this as a personal Microsoft account parental-consent record problem:
- Go to Microsoft Support.
- Choose the Personal account tab.
- Select Get help under Microsoft technical support.
- Describe the issue as:
Region change is blocked by “You are managing one or more child accounts.” The family group is empty, and no consent records are visible at Manage permissions. Please investigate the parental-consent association on the Microsoft account.
Microsoft support may offer chat depending on the issue and availability. However, support agents are not permitted to access and directly change account details, so they may guide account recovery or route the service-state issue rather than manually edit the profile.^2^
Other region-change blockers
After the consent error is cleared, a region change can still be blocked when:
- the region was changed within the previous three months;
- the account is suspended, has an expired subscription payment method, or has a balance due;
- changing regions would alter whether the account is legally considered a minor.
Microsoft also warns that account funds do not transfer between regions and that some purchases or subscriptions may not work in the new region.^3^
Changing Windows 11 → Settings → Time & language → Language & region only changes the device region. It will not remove the Microsoft-account consent restriction; the account profile must be updated separately after that restriction is cleared.
