Outlook.com incorrectly reports daily sending limit and I cannot find a support channel for account review

Hello,

I am seeking help with my personal Hotmail/Outlook.com account.

Outlook.com repeatedly reports:

"The daily message limit helps us free the world from spammers. We're sorry that it's getting in your way."

However, I send very few emails, typically only 1-2 messages per day.

I have already completed extensive troubleshooting:

  • Personal Outlook.com/Hotmail account (not a work or school account)
  • Mailbox storage: 5.7 GB of 15 GB
  • Microsoft storage: 1.1 GB of 5 GB
  • No suspicious sign-ins shown in Recent Activity
  • Issue occurs on both Outlook.com on the web and the Outlook mobile app
  • I can receive email normally
  • I can send email to myself
  • I can send email to a Gmail address, including messages with attachments

The unusual behaviour is that some outgoing messages briefly appear in the Outbox, then disappear and never appear in Sent Items. Shortly afterwards I receive the Outlook.com notification stating that my message was blocked due to the daily sending limit.

This has happened on multiple occasions despite my very low email volume.

Because storage is well below quota, account activity appears normal, and some outgoing email still works, I am concerned that my account may have been incorrectly flagged by an anti-spam or outbound sending restriction.

I am also finding it very difficult to obtain support. As a free Outlook.com user, every attempt to contact Microsoft support has redirected me to self-help articles, community posts, sign-in troubleshooters, or sender-support pages intended for website or domain owners rather than personal Outlook.com users.

Could a Microsoft moderator please advise:

  1. Whether my account can be reviewed for an incorrect sending restriction.
  2. Whether there is a direct support path available for free Outlook.com users experiencing this issue.
  3. What additional information would be needed to investigate.

For privacy reasons, I have not included my email address in this public post, but I can provide it privately to a Microsoft moderator if required.

Thank you for any assistance.

    Thank you for the information.

The difficulty I am facing is that I have repeatedly followed Microsoft's guidance but have been unable to locate a way to create a private Outlook.com support request for an account-level review.

I am not seeking general troubleshooting. I am seeking a review of a possible incorrect sending restriction.

I have already completed the following checks:

    • Personal Outlook.com/Hotmail account (not a work or school account).
    • Mailbox storage is 5.7 GB of 15 GB.
    • Microsoft storage is 1.1 GB of 5 GB.
    • No unrecognized sign-ins shown in Recent Activity.
    • The issue occurs on both Outlook.com on the web and the Outlook mobile app.
    • I can receive email normally.
    • I can send email to myself.
    • I can send email to a Gmail address, including messages with attachments.
    • Some messages briefly appear in the Outbox, then disappear and never appear in Sent Items.
    • Shortly afterwards I receive the Outlook.com notification:

"The daily message limit helps us free the world from spammers. We're sorry that it's getting in your way."

This issue has occurred on multiple occasions despite my very low email volume of approximately 1-2 emails per day.

I have also attempted to obtain support through the following channels:

    • Outlook.com Help and Support articles.
    • The Help (?) pane within Outlook.com.
    • Microsoft Contact Support pages.
    • Microsoft Community discussions.
    • Microsoft Account Sign-in Helper.
    • Sender Support for Outlook.com.
    • New Support Request forms that requested website URLs and domain information intended for website owners, domain owners, or administrators.
    • Outlook Mobile Support.

When I contacted Outlook Mobile Support, I was advised that because the issue occurs in both Outlook.com on the web and the Outlook mobile app, the problem appears to be account-related rather than a mobile application issue. I was also advised that Outlook Mobile Support could not assist with account-level sending restrictions.

I also attempted to use the Outlook.com Help system while signed in to my account. However, the support flow advised that direct support was only available for Microsoft 365 subscribers and did not provide a way for me, as a free Outlook.com user, to request an account-level review.

As a result, I seem to be caught in a loop where every support path redirects me to articles, community posts, troubleshooting tools, or support channels that are unable to investigate a personal Outlook.com account.

Could a Microsoft moderator please advise, or arrange escalation to a team that can review account-level sending restrictions:

    1. Is there currently a way for a free Outlook.com user to request a manual review of a suspected outbound sending restriction?
    2. If so, what is the exact navigation path to create that request?
    3. If not, how can a personal Outlook.com account be reviewed when Outlook.com appears to be incorrectly enforcing a daily sending limit?

For privacy reasons I have not included my email address in this public post, but I can provide it privately to a Microsoft moderator if required.

Request an account-level review through Outlook.com’s signed-in Help → Still need help? flow, because Microsoft Q&A moderators cannot access or remove restrictions on a personal Outlook.com account.

Open a private Outlook.com support request

Use Outlook.com in a desktop browser rather than a general Microsoft Support page:

    1. Sign in to the affected mailbox.
    2. Select ? (Help) at the top of the Outlook.com window.
    3. In Search Help, enter a targeted description such as: “Daily message limit after 1–2 messages; request review of personal Outlook.com sending restriction.”
    4. Press Enter.
    5. Scroll to the bottom of the Help pane.
    6. Under Still need help?, select Yes and submit the request.

If an article opens and Still need help? is not visible, select the back arrow in the Help pane first. Microsoft identifies this signed-in flow as the route for Outlook.com email support.^1^

If support links keep returning to articles or fail to open, remain signed in, open Outlook.com itself, and select ? there. Microsoft documents that contact-support links may fail to open the Help pane unless the user is signed in with an Outlook.com browser window open.^2^

There is also mobile in-app support:

    1. In Outlook for iOS or Android, tap Inbox or the account-menu button.
    2. Tap ? at the bottom.
    3. Select Contact Outlook Mobile Support.^1^

What to include in the request

Provide the affected address only inside the private support request, not in this public thread. Include:

    • The exact banner text and approximate date/time, including time zone, for two or three failures.
    • The recipient domain for each failed message; redact the recipient’s full address if preferred.
    • Whether each failed message contained links, a signature, or attachments.
    • That sending to yourself and Gmail succeeds, but some other submissions disappear without reaching Sent Items.
    • That the behavior occurs in both Outlook.com and the mobile app.
    • Current mailbox and Microsoft cloud-storage usage.
    • That Recent activity shows no unrecognized sign-ins.
    • Whether the account is new and whether the failed recipients are established contacts.
    • Screenshots of the warning with addresses and personal content removed.
    • Any support-request number generated by the Help pane.

    Ask explicitly:

Please review whether this personal Outlook.com account has an account-level outbound sending restriction or reduced sending quota and whether that restriction can be removed.

What the message does—and does not—establish

The banner does not prove that 1–2 messages alone exceeded a fixed numerical allowance. Outlook.com limits messages and recipients to prevent abuse, but limits can vary with usage history and are lower for non-subscribers. Newly created accounts can also receive a temporary lower quota until they establish credibility.^3^

Because your storage is below both stated quotas and you can still receive and selectively send messages, repeating storage cleanup or client reinstallation is not the appropriate next step. Sender Support for IP/domain reputation is likewise not the correct route for review of a personal Hotmail account.

If the restriction is temporary, stop retrying the blocked messages for a full 24 hours and then test one plain-text message to an existing contact, without links, a signature, or attachments. If it recurs after that interval, add the new timestamp to the existing private support case rather than opening multiple cases. Outlook.com can also temporarily block an account following unusual activity, and Microsoft’s account-unblocking guidance routes unresolved signed-in cases back through Outlook.com support.^4^

Do not post the email address, password, security code, recovery code, or full message contents here. A legitimate support agent does not need your password.
