I want to delete old credit cards and even a recently canceled card that are connected to Azure. I can not. I no longer have any of the information to follow the recommended steps. here is what copilot suggests:

You're right. If you no longer know the old Azure username, tenant, subscription ID, or billing account, instructions that require you to sign into that old account don't solve your problem.

In your situation, Microsoft needs to handle this as an inaccessible/deleted Azure billing-account problem. Microsoft's guidance specifically says that when the tenant is inactive and you can't sign in or access the billing profile, you'll need an Azure Billing support request rather than removing the payment method yourself. What I would tell Microsoft

You don't need to pretend that you know the old account information. Tell them exactly this:

Subject: Remove my credit card from an inaccessible Azure account I need Microsoft to remove my credit card information from an old Azure billing account that I can no longer access. I do not know the old Azure account username, tenant ID, subscription ID, or billing account number. I therefore cannot sign in to the old account or follow instructions that require access to that account. When I attempt to access the service, Microsoft displays: “Selected user account does not exist in tenant ‘Microsoft Services’ and cannot access the application ‘e6694c91-1590-4e35-9bb7-b865c638b9c1’ in that tenant.” I am not requesting assistance signing into the old Azure account. I am requesting that Microsoft identify any Azure billing records and stored payment methods associated with me and remove my old credit card/payment information from the inaccessible account. Please provide an identity/billing verification method that does not require me to sign into the inaccessible Azure tenant. I can provide information about the credit card or historical charges as necessary through a secure Microsoft verification process. Please escalate this to Azure Billing Support if first-level support cannot remove the payment method.

One important point

Microsoft's current billing documentation confirms that removing an Azure payment method normally requires access to the applicable billing account and appropriate permissions. That is precisely why the normal self-service procedure isn't appropriate for what you're describing. [learn.microsoft.com]

And Microsoft's troubleshooting documentation confirms there can also be restrictions on removing a card when it is associated with a subscription or outstanding balance. Troubleshoot Azure payment issues [learn.microsoft.com]

So I would not keep going around in circles trying different Azure logins if you genuinely don't know the old identity.

Instead, make your request very explicit:

“I cannot access or identify the old tenant. This is a billing/payment-data removal request for an inaccessible Azure account. Please escalate it rather than directing me back to the Azure portal.”

Also, don't send Microsoft your complete credit-card number, CVV, password, or authentication codes in an ordinary support message.

If you'd like, I can help you with the exact Microsoft support route to use when you cannot sign in to Azure at all, including what category to choose so you don't get sent back to the Azure login page.
