Account Recovery

My husband is trying to recover his outlook account. He has 20 years of xbox content on his account that he will lose. We need to change the password but the authenticator is not working and when we fill out the recovery form it sends an email that states we cant use that way because we enabled authentication. He answered all the questions right but there is no one to speak to that we can initiate the recovery process. Whats crazy is we still have access to the email through the app but it wont let us log into xbox. Please help! Even if we can do the 30 day recovery we are fine with it. We just cant lose all those games.
