A Microsoft 365 Premium notebook should ground responses on its first 300 references, so a repeatable cutoff at exactly 20 references is not the documented limit and should be escalated as an account-entitlement or service defect.^1^
Isolate the account issue
Since you reproduced this across several Samsung devices and notebooks, avoid repeating reinstalls or notebook recreation. Instead:
- Open Services & subscriptions in your Microsoft account and sign in with the exact account used in Copilot.
- Confirm that Microsoft 365 Premium is active and that this account is the subscription owner. Premium AI features are available to the owner and cannot be shared with other members.^2^
- In the Copilot app, open the profile/navigation pane and check the signed-in identity. A Personal label identifies a consumer Microsoft account; it does not mean “free tier.”
- Test the same affected notebook in the Copilot web experience while signed in with that exact account. Add or directly reference a distinctive file positioned after reference 20, then ask a question whose answer exists only in that file.
- Record:
- Notebook name
- Number and type of references
- Filename and position of the first ignored reference
- Exact prompt and response
- Whether the same failure occurs on web
- Screenshot showing Premium under Services & subscriptions
Microsoft documents more than 300 references added and the first 300 used for grounding for Personal, Family, Premium, and Microsoft Copilot users. Copilot Chat’s documented limit is 50—not 20.^1^
If the web test also stops at 20, contact Microsoft Support and request an escalation with this wording:
Microsoft 365 Premium subscription owner. Copilot Notebook accepts more than 20 references, but grounding consistently ignores every directly added reference after number 20 across multiple notebooks and Android devices. The documented Premium grounding limit is the first 300 references. Please verify the Copilot Notebook entitlement and investigate the notebook indexing/grounding service for this account.
If web works beyond 20 but Android does not, report it specifically as an Android Copilot app defect, including the app version and Samsung/Android versions. In Copilot, use Settings and more → Feedback to submit the reproduction details.^3^
Persistent Pages on Android
Microsoft 365 Premium personal accounts are eligible for Copilot Pages. On Android:
- Open Microsoft Copilot and start a normal Copilot Chat.
- Send a prompt.
- Under the response, select the pencil/Edit in Pages button.
- To find the saved page later, open the upper-left menu → Library → Pages.
- Open the page and edit it; changes save automatically.^4^
If the pencil button is absent both on Android and the web experience while the same account shows active Premium, include that in the same escalation. Pages are documented as available to personal Microsoft accounts with Microsoft 365 Premium and are intended to create durable, editable content.^5^
One qualification: Copilot can select only a relevant subset when generating a particular artifact, so not every response must cite every attached source. However, a deterministic failure to recognize every directly added file after position 20 does not match the documented selective behavior or 300-reference limit.^6^
