I cant change my Xbox account settings...

Hello, I cannot use chat in Minecraft Java Edition because it says “Chat is not allowed by account settings.” My Microsoft account birth date is correct, and I am not currently in a Microsoft Family group. However, all Xbox privacy settings are greyed out, so I cannot change them. Could you please help me check why my account cannot edit these settings?
