EnforcementUsageCredits means the environment has no available Copilot Credits. When that happens, experiences that require credits stop working, including agent responses and maker actions such as preview, test, and natural-language authoring.
To restore the agent:
- In the Power Platform admin center, go to Licensing > Copilot Studio > Environments.
- Select the affected environment and review the Copilot credit consumption details.
- Make credits available to the environment by using one of these options:
- Allocate Copilot Credits: go to Licensing > Copilot Studio > Manage Copilot Credits.
- Under Capacity overages, enable Draw from the available capacity in my tenant if tenant capacity is available.
- Purchase more capacity and make it available to the environment.
- Set up a consumptive meter or pay-as-you-go meter to handle overage.
- Wait up to 15 minutes for credit availability to refresh.
- Retry the agent from the same channel where it failed.
Important details:
- If the environment has exhausted allocated credits, Microsoft can allow some overage consumption for a period, but once no more capacity is available, the agent stops responding.
- Agent monthly limits in Manage Agents do not unblock agent flow runs. Agent flows are checked separately and are blocked when the environment has no Copilot Credits available.
- If agent runs are blocked while users interact with the agent, verify that the agent uses Microsoft Entra ID authentication and that the flow uses the When an agent calls the flow trigger.
If credits are managed by an administrator, the required action is for that administrator to allocate credits or enable overage handling for the environment.
