Managing personal Outlook.com account settings, security, and privacy
Hello,
What is the exact bounce-back error message the sender receives when they try to email your @hotmail.com address?
You can try sending a test email from one of your accounts to the affected email address. Share the bounce-back error message here.
It is good to know that you have reset your Microsoft account password and have access to your compromised account.
To make the account more secure, ensure you turn on two-factor authentication in your Microsoft account. And add the 'Microsoft Authenticator' app to verify your identity.
Regarding the emails not reaching your inbox after the hack,
Have you checked the 'Email forwarding rules' to see whether your incoming emails are being forwarded to the hacker's address?

- Sign in with your account using the link above.
- If your incoming emails are being forwarded, click 'Do not forward' and save the changes.
Also, check the email rules. (Mail > Rules),
Delete all the rules from the section.
And go to Mail > Junk email > Blocked Senders list.
If you see the sender address you want to receive emails from, delete the sender address from this section.
Once done, sign out of your Outlook account and sign back in on all devices where you've added your account.
See if you can send or receive emails after 24 hours.
