I am trying to access stock wallpaper images for my desktop background. WHERE ARE THEY?? I do not want my wallpaper image to change every time I log on to my computer. In Windows 10, It was easy.

    1

Open the Settings App, go to Apps - Installed Apps.

Check in there if there is an app like Bing Desktop Wallpaper, if so, uninstall that app.2

    2

Then, in the Settings App, go to Personalization - Themes.

Ensure that is set to the default Windows theme.

    3

Then you can set your preferred desktop background wallpaper in Settings - Personalization - Background, and it should not change dynamically.

    4

If you want to set one of the default wallpapers ad your Desktop background, open File Explorer.

Paste this into the Address bar and press Enter.

    %SystemRoot%\Web\Wallpaper

In the resulting folder, that is where all the default wallpapers are stored.

To use a single wallpaper and stop it changing at sign-in in Windows 11:

    1. Open Settings > Personalization > Background.
    2. Under Personalize your background, select Picture.
    3. Choose one image, or select Browse to pick a file.
    4. Avoid Slideshow and Windows spotlight, because those change the background automatically.

If the background is still changing, check whether the Bing Wallpaper app is installed:

    1. Open Settings > Apps > Installed apps.
    2. Search for Bing Wallpaper.
    3. If it is installed, uninstall it, because it can override the desktop background.

For stock Windows wallpaper images, one documented location for default Windows background images is:

    C:\Windows\Web\Wallpaper

That folder contains default Windows backgrounds that can be selected manually.
