Try these Outlook.com steps in order:
- In Outlook on the web, open People from the navigation pane.
- Select Deleted.
- If the missing contacts are there, select the contact and choose Restore.
- If the contacts are not in Deleted, stay in People > Deleted and select Recover deleted.
- Select the contacts to recover, then choose Restore.
If a recovered contact had an original folder, Outlook restores it there when possible. If the original folder no longer exists, it is restored to the default Contacts folder.
If the contact still does not appear in People:
- Refresh the page.
- Go to Mail from the navigation pane.
- Open Deleted Items.
- Find the item, right-click it, and select Restore.
If contacts were deleted earlier, recovery depends on whether they are still in the Deleted or Recoverable area.
If help is still needed in Outlook.com, use Help on the menu bar, enter the issue, then go to Still need help? and select Yes.
