Group based licesning not working

We assign our licenses through group-based licensing and recently added nine new users to the existing group. However, we are receiving the following error: “Subscription does not have any available licenses,” even though we have sufficient licenses available.

Interestingly, when we create a new group and add a single user, the license assignment works without any issues. Could you please assist us in identifying why the existing group is failing to assign licenses?

    Dear Sydney Mokgalaka,

Before a license can be assigned to a user, the administrator must specify the user's location setting. For group-based licensing, any users without a specific location inherit the location of the tenant. If you have users in multiple locations, I recommend that you always set the user location as part of your user creation flow. For more information, see Add users and assign licenses in Microsoft 365.

The test you performed by creating a new group and successfully assigning the license to a user is particularly helpful, as it shows that license assignment itself is working and helps me narrow the investigation toward the existing group.

For the existing group, please check the following:

1.Select one of the nine affected users and review the exact license assignment error shown for that user.

    • Go to Billing > Licenses.
    • Select the affected product.
    • Open the Errors & issues tab.

2.Confirm that the user's Usage location is configured.

3.Compare the license SKU and enabled/disabled service plans between the existing group and the new test group.

4.Confirm that the affected users are correctly listed as members of the existing group.

5.Check whether those users also receive licenses directly or through another licensing group.

6.If available, try reprocessing the license assignment for the existing group.

The most likely cause is that the existing group still has unresolved licensing state for some members, even if the tenant appears to have enough licenses overall.

Check the existing group assignment from the Microsoft 365 admin center:

    1. Go to Billing > Licenses.
    2. Select the affected product.
    3. Open the Errors & issues tab.
    4. Select an affected user to see the exact failure.

Common supported causes for group-based licensing failures include:

    • No available licenses for the selected product
    • Conflicting services or license plans
    • Invalid usage location
    • Missing dependencies
    • Proxy address issues

Specific things to verify in this scenario:

    1. Usage location Group-based licensing requires a valid user location. Users without a specific location can inherit the tenant location, but if users are in multiple locations, each user should have the correct location set.
    2. License availability for that exact product The Licenses page can show totals aggregated across subscriptions with the same product name. That can differ from what appears on Your products. Verify that the exact subscription used by the group assignment still has capacity.
    3. Existing assignment errors on the group If some users in the group could not be assigned licenses, open their details from Errors & issues, resolve the underlying problem, and then select Reprocess. Reprocessing can handle up to 20 users at a time.
    4. Group structure Group-based licensing does not support nested groups. Only users in the first-level group receive licenses.
    5. Large-group processing delay If the group is very large, license changes can take longer to process.

The fact that a new group with one user works suggests the product and tenant licensing are generally functional, and the problem is more likely tied to the existing group’s members or assignment state rather than a tenant-wide licensing failure.
