I understand you need Excel for college, and your account already shows a birth year of 2006. I wouldn’t change a correct birth date just to get past the purchase message.
Could you sign in to your Microsoft account profile and check whether you can edit the birth date, or whether you see a parent or guardian consent message? You don’t need to change anything yet. Microsoft’s birth-date guidance gives different steps depending on which of those appears.
If the full birth date is correct and editable, let me know. In that case, I wouldn’t assume consent is the reason checkout says “You need to be an adult to buy this product.”
