Customers are being asked to pay for technical support to resolve problems caused by Microsoft's own service

I am extremely frustrated with the support experience for Azure Artifact Signing, and I believe this issue deserves a clear public response from Microsoft.

I followed Microsoft's own instructions to renew our existing Identity Validation. I completed the personal identity verification and submitted all requested documents. The renewal request remained In Progress for approximately one week and then failed with the reason “Email notification failed.”

The email issue has since been resolved, and our email service is working normally. However, the Azure portal still treats the failed renewal request as an active request. It prevents me from renewing the original Identity Validation or proceeding with a new request. The Refresh button does nothing.

I have tried to get help through the available support channels:

Instead of assistance, I received an AI-generated email stating that my issue requires technical support, which is not available with my current plan. The email explicitly instructs me to purchase a paid support plan and then submit a new technical support request.

So, to summarize: I followed Microsoft's renewal process, that process failed, the portal now prevents me from proceeding, the recommended community support channel remains unanswered, and the alternative support route tells me to pay Microsoft more money just to investigate their own problem.

Is Microsoft really asking customers to pay extra to resolve problems caused by its own service and processes?

Could a Microsoft employee or the Azure Artifact Signing team please explain where customers on the Basic Support Plan can actually get help with this kind of service-side issue?

Our existing Identity Validation is approaching expiration. If it expires, the associated certificate renewal and code-signing processes may be interrupted. This is a real operational issue with a deadline, not merely an inconvenience.

I expect a concrete response and a workable resolution.
