AU10TIX "you do not meet requirements to create a Verified ID" on both individual and organization validation, with passport and driver's license

I'm a US (Arizona) developer setting up Azure Artifact Signing, Public Trust.

On 13 Oct 2026 the AU10TIX step refused me four times with "Sorry, you do

not meet requirements to create a Verified ID at this time" and no error

code:

• Organization validation (my LLC), as the representative: 2 attempts
• Individual validation: 2 attempts, one with a US passport plus proof of address, one with an Arizona driver's license

Billing account: Microsoft Customer Agreement (self-service). The sold-to

name and address match my ID. Same email used throughout. Android phone,

Chrome, latest Microsoft Authenticator, no VPN. Each time the document scan

and selfie were accepted before the refusal. One attempt sat on "Just a

minute while we verify your identity" for 12+ minutes first.

Others report the same unresolved error: Q&A 2236670, 5962344, 5964092,

6005600.

Could someone (1) find out from AU10TIX which requirement I failed and

(2) arrange a manual review or another way to validate? I can give request

IDs privately.
